Seriously? An ice cream cone filled with light vanilla cake and topped with frosting? I can think of few things that would make a kid more happy than this treat. It?s like if two members of dessert royalty got married and had babies ? the result would be these Vanilla Cupcakes in a Cone. My kids lost their minds when they got to make them with me. Where, you may ask, did this ingenious idea (which I wish I had thought of) come from?

Recently I got a copy of the new Handstand Kids cookbook, Baking Around the World, and told Kenya and Chloe that they could pick out any recipe they wanted for us to bake together. They were over the moon. Both of my kids are huge fans of the Handstand Kids and so we poured through the book together looking for a recipe while the kids talked about their favorite HK characters and looked at the cute illustrations of them throughout the book. I was getting excited myself, reading recipe names like Indian Biscuits, Raspberry Rugelach Twists, Traditional Mexican Chocolate Cake and Red Velvet Beet Cupcakes (my own little contribution to the book!) which all sounded good to the kids, but when I suggested Vanilla Cupcakes in a Cone, they were sold.

Even better, this recipe is so simple that Kenya and Chloe were able to do everything short of putting them in and pulling them out of the oven. When the cupcake cones were cooled and frosted we had a little birthday party celebration for our friend, Nilva. You should have seen the smiles on their faces and total empowerment they experienced carrying the cones with candles over to her while recounting how they had made them on their own.

Vanilla Cupcakes In A Cone (makes 12 cones)

1 1/2 Cups All Purpose Flour
1 1/2 Tsp Baking Powder
1/2 Tsp Salt
1/2 Cup Unsalted Butter, softened
1/2 Cup Sugar
1 Tsp Vanilla Extract
2 Large Eggs
1/4 Cup Unsweetened Applesauce
1/4 Cup Low Fat Milk
12 Ice Cream Cones with flat bottoms (also known as cake cones)

1. Preheat oven to 350? F.
2. In a bowl, whisk together the flour, baking powder, and salt.
3. In the bowl of a standing mixer, or using an electric hand mixer, beat the butter and sugar for about 2 minutes, or until light and fluffy.
4. Add eggs, one at a time, then the vanilla mixing to combine.
5. Slowly add half of the flour mixture and then some of the milk and apple sauce until just combined. Then add the remaining flour, milk and apple sauce, scraping down the sides of the bowl with a rubber spatula and beat until just combined.
6. Pour the batter into the ice cream cones, filling them just to the top of the cone. Place on a baking sheet and carefully place in the oven.
7. Bake for 20-25 minutes, or until the cake springs back when lightly pressed.
8. Allow to cool for 15 minutes before frosting.

Butter Cream Frosting (makes about 1 cup)

1/2 Cup Cream Cheese, softened at room temperature
4 Tbsp Butter, softened at room temperature
1 Cup Powdered Sugar
1 Tsp Vanilla Extract

1. Place the cream cheese and butter in a bowl and beat with an electric mixer for 30 seconds.
2. Add the powdered sugar and vanilla and beat for 1 minute, or until frosting is smooth and creamy.
3. Spread the frosting on the cupcakes, decorate, and serve.

War crimes charges against Mladic

The indictment against Ratko Mladic ? who went on trial Wednesday at the U.N. war crimes tribunal in the Hague, Netherlands ? holds the former Bosnian Serb army commander "individually criminally responsible for planning, instigating, ordering and/or aiding and abetting the crimes charged in this indictment." Mladic is charged with 11 counts of genocide, crimes against humanity and violations of the laws and customs of war. The counts below detail the atrocities during the 1992-1995 Bosnian war that Mladic is accused of commanding.

COUNT 1: GENOCIDE

Ratko Mladic, along with other former Serbian and Bosnian Serb leaders is accused of "destroying" entire groups of Muslim and Croat communities in various parts of Bosnia. These include the 3-year relentless shelling of the capital, Sarajevo, and several other small towns such as Foca, where Serbs were particularly brutal, executing local Muslims and throwing them into a river. Some of the remains were only found last year.

COUNT 2: GENOCIDE

This count of genocide refers to the mass killing of over 7,000 men and boys in Srebrenica, in July 1995, which is Europe's worst bloodshed since World War II. Mladic's troops executed almost the entire Srebrenica male population in a few days, burying them later in mass graves around the town. Many were later found with their hands tied behind their back and identification of the remains is still ongoing.

COUNT 3: PERSECUTIONS

The count relates to the persecution on political and religious grounds against Bosnia's Muslims and Croats in the Serb-controlled towns like Banja Luka, in western Bosnia, or Bijeljina in the east. Non-Serbs in these and other towns were evicted from their homes by Serb troops, held in prison camps, tortured, raped and killed. Images or skinny, naked prisoners from the camps in western Bosnia in 1992-93 reminded the world of the Nazi-era camps.

COUNTS 4, 5 and 6: EXTERMINATION, MURDER

These counts of the indictment refer to the widespread killings of non-Serbs that took place in the territories under the Bosnian Serb control, but also on the brutal attacks on the capital, Sarajevo, which prosecutors say were designed to "spread terror." Mladic's troops from 1992-95 were constantly sniping and shelling Sarajevo, killing thousands of civilians, the longest siege of a capital city since WWII.

COUNTS 7 AND 8: DEPORTATION, INHUMANE ACTS

Mladic's troops also used forced deportation and various inhumane acts, such as sexual violence, killing, and destruction of houses and cultural monuments and sacred sites, to rid the Serb-controller territories of non-Serbs. This was started in 1992 in what became known as ethnic cleansing. Entire communities were forcefully displaced and the U.N. Security Council set up so-called safe havens in 1993 to protect those communities from Serb troops. Those included Srebrenica, Zepa , Gorazde and Sarajevo.

COUNTS 9 AND 10: TERROR, UNLAWFUL ATTACKS

The main focus of this count is on the siege of Sarajevo and the campaign of sniping and shelling to spread terror among the civilian population. Mladic's forces sniped and shelled civilians as they conducted every day civilian activities. People were injured and killed inside their homes. The lack of gas, electricity or running water forced people to leave their homes, where they were targeted. People were also targeted while queuing for water or in the markets. Two mortar attacks on the Markale markets killed more than one hundred people and wounded more than 200.

COUNT 11: TAKING OF HOSTAGES

This separate count refers to the events in 1995, when Mladic's troops took hostage U.N. peacekeepers in Bosnia to force NATO to prevent attacks on Bosnian Serb positions around Sarajevo. Between approximately 26 May 1995 and 19 June 1995, Bosnian Serb forces detained over 200 U.N. peacekeepers and military observers in various locations, sending out images of peacekeepers tied to antennas or radars in a warning to NATO. Some of the detainees were assaulted or otherwise maltreated during their captivity. They were released in several stages after an intervention from then-Yugoslav President Slobodan Milosevic.

Tyngsboro school panel, teachers union face May 31 mitigation deadline

TYNGSBORO -- As contract negotiations between the School Committee and the teachers' union continue, a May 31 deadline is looming before a mitigation package incentive expires for unions that agree to pay 30 percent for health-insurance premiums.

Superintendent of Schools Don Ciampa described the deadline as the sand in the hourglass.

"It's a precarious timeline we're walking," Ciampa said at a School Committee meeting earlier this month.

The School Committee, on Ciampa's recommendation, took $108,400 out of its proposed fiscal 2013 budget to put into a charge-back account to pay health-insurance premiums for teachers paying 25 percent of their health-insurance costs in case the union and the committee do not reach an agreement by May 31.

The $108,400 is coming out of the $235,000 budgeted for undistributed salaries, which are the funds set aside for negotiating all union and non-union employee contracts across the district.

Reducing those funds limits the ability of the School Committee to negotiate contracts.

The mitigation package is part of the work of a townwide Insurance Committee tasked with making significant changes to the town's liability and building insurance and employee health-insurance benefits.

If the union reaches a collective-bargaining agreement, the town is offering a flexible-spending account, a one-time buyout for employees who remove themselves from the town's health-insurance benefits of $3,000 for

those who were on the family plan and $1,500 for employees on the single plan and off-sets for the first three years.

Without an agreement by May 31, those incentives will not be available.

School Committee member Jeffrey Hunt, who served on the Insurance Committee, expressed his frustration that the union has not agreed to the health-insurance package.

"It's frustrating not being part of the Negotiations Committee to see that the town has come forward with a great plan and that the union is not recognizing the benefits of that work and also the benefits to their people in that union," said Hunt. "Without getting into specifics, the School Committee has also offered a fairly good compensation package, a three-year contract when you look at it relative to surrounding communities and what has already been agreed to this year and previous years in surrounding communities."

School Committee member Burt Buchman, chair of the Negotiations Committee, said tentative agreements have been reached with the secretaries and custodians unions and a "handshake" agreement with the paraprofessionals union agreeing to the 30 percent payment of health-insurance premiums.

Town Treasurer Kerry Colburn-Dion said all of the town's unions have agreed to pay 30 percent of health-insurance premiums except the clerical union.

It's not that the clerical union has not agreed to pay 30 percent of health-insurance premiums, but it has not agreed to a complete compensation package, said Colburn-Dion.

The teachers' union contract expired Aug. 31.

Union president Cheryl Laforge could not be reached for comment.

The School Committee filed for mediation with the state Department of Labor Relations in late fall after meeting about half a dozen times beginning last summer, said Buchman.

"Prior to filing back in the fall it just got to the point where the only thing we had agreed on was changing 'Department of Education' to the 'Department of Elementary and Secondary Education' in the contract," said Buchman. "We were really very far apart."

The union signed a letter of agreement on the health-insurance plan-design changes, said Buchman, but the School Committee and the union must negotiate the rate at which employees will pay.

Buchman, who has negotiated contracts for the School Committee for six of the last eight years, said he is always hopeful, but the town has to plan as if they will not come to an agreement before May 31.

"We're trying to be very realistic in what we're presenting to the teachers," he said. "Right now, we are very far apart."

Buchman did say the School Committee is not interested in taking away step increases.

The final 2013 budget the School Committee voted on last week includes a reduction of current or proposed 4.9 full-time equivalent positions.

Maybe it was inspired by the other app's most recent update, or perhaps by Zuck's newly-minted commitment to mobile applications. Regardless, Facebook's redesigned its iPhone / iPod and Android apps along with its pocket-sized site, clearly taking some design tips from none other than its fresh acquisition, Instagram. As you can see in the image above, the news feed is now showing one large post rather than the usual two or three (at least on the iPhone / iPod variant), this mainly due to pictures now being up to 3X larger than before. Facebook didn't note any other major changes, and there was no mention on when, or if, this snap-driven design will make its way onto some of those not-so-mobile devices. Be sure to keep an eye out for the redesign, as it's said to be rolling out as we speak.

Iridium Expanding Tech Business To Russia ? Satellite PR News

Iridium Communications Inc.?s Russian division has received government approval to operate commercially in that country, the company announced Monday.
