GOP, Dems urge US 'stick to plan' in Afghanistan

(AP) ? Republicans and Democrats alike insist the United States should stay the course in Afghanistan, sticking to President Barack Obama's timetable for withdrawing American troops despite the massacre of Afghan civilians and the burning of Qurans ? two offenses blamed on the U.S. military that have stoked anti-American anger.

Key proponents of keeping troops in Afghanistan, like Rep. Howard "Buck" McKeon, R-Calif., say these tragic incidents shouldn't diminish the American resolve to finish a job begun more than a decade ago.

"When you look at the war through that terrible, violent act ? it can seem hopeless and lost," McKeon, the House Armed Services Committee chairman, said of the American soldier suspected of killing 16 Afghan civilians, including women and children. "But the reason we liberated Afghanistan in 2001 was right then, and it is the same reason we fight today to keep it liberated."

McKeon's argument for a continued U.S. presence in Afghanistan more than 10 years after the war began reflects the view of the nation's military commanders and was echoed by several lawmakers, including the Senate's top Democrat and Republican. Support for the current policy puts them at odds with two Republican presidential candidates ? Newt Gingrich and Ron Paul ? and a growing number of Americans exasperated with the drawn-out conflict and clamoring for the 90,000 troops to come home.

McKeon was scheduled to deliver his remarks in a speech Wednesday at the Ronald Reagan Presidential Library in Simi Valley, Calif. The Associated Press obtained excerpts of his remarks.

The current U.S. plan calls for a drawdown of 23,000 American troops by the end of September and a complete withdrawal by the end of 2014, when Afghan forces are to take charge of the country's security. After the burning of Qurans by U.S. soldiers last month, anti-U.S. protests and the killing of at least six U.S. troops by Afghan troops, 24 senators, including Republicans Mike Lee of Utah and Rand Paul of Kentucky, wrote a letter to Obama arguing that U.S. military involvement in Afghanistan was too costly and it was time to bring American forces back.

The massacre of the 16 Afghan civilians has prompted talk of accelerating the withdrawal of U.S. forces. Defense Secretary Leon Panetta said there has been no change in plans to complete a troop withdrawal by the end of 2014 and Obama has spoken of ending the war "responsibly." Top lawmakers cautioned against a rush to judgment and embraced that approach.

"We're drawing down in Afghanistan and we should stick by the timeline that we have," Senate Majority Leader Harry Reid, D-Nev., said.

In a rare instance of agreement with Reid, Senate Minority Leader Mitch McConnell, R-Ky., said the situation was challenging, "but I think we ought to stick to the plan that's been laid out by the administration."

Sen. Scott Brown, R-Mass., who has served more than three decades in the Army National Guard, warned against using the weekend attack to abandon the current timetable for ending the combat mission.

"I don't think this issue should step us back from our overall reduction strategy, for which I support the president," Brown told reporters. His Democratic colleague from Massachusetts, Senate Foreign Relations Committee Chairman John Kerry, said the incident should not affect the larger mission.

Still, those who favor a quick withdrawal were more forceful in pressing for an end to U.S. involvement.

"We should have been gone a long time ago," Sen. Joe Manchin, D-W.Va., said in an interview. "It's time to come home and rebuild America."

In his speech, McKeon argued that the focus on one incident in Afghanistan this past weekend overlooks the daily acts of heroism and courage by American troops that get little attention. He said insurgency is the toughest foe for a democracy, yet the United States can point to numerous achievements in the mission.

"Over the past 18 months, we've knocked the Taliban on their backsides," he said. "So we must be extremely cautious when we discuss pulling surge forces out before we have secured our gains. We can still leave Afghanistan with our heads held high and the Taliban defeated. But it will take resolve and patience."

In a swipe at Obama, McKeon said the president must do a better job of explaining to the American people the importance of the fight against terrorism and describing the courageous acts of the military. McKeon said President George W. Bush delivered more than 40 speeches about the war on terrorism to Obama's three ? two in 2009 and one in 2011.

When pressed on those numbers, McKeon's staff said the three speeches did not include Obama's address to the nation announcing that U.S. forces had killed terrorist leader Osama bin Laden.

McKeon, who has endorsed Republican presidential candidate Mitt Romney, also criticized the administration's proposed cuts to projected defense spending and vowed to reverse the reductions.

The $614 billion defense budget for 2013 would slash the size of the Army and Marine Corps, cut back on shipbuilding and delay the purchase of some fighter jets and weapons systems. Overall, the budget would provide $525.4 billion in base spending and $88.5 billion for the wars in Afghanistan and Iraq.

The total is nearly $32 billion less than this year's budget, a reflection of the drawdown in the two conflicts and the call to reduce the nation's deficit. The Congressional Budget Office estimated Tuesday that the government will run a $1.2 trillion deficit for the budget year ending just a few weeks before Election Day, the fourth straight year of trillion-dollar-plus red ink.

The overall defense spending was dictated by the budget agreement that Obama and congressional Republicans reached in August that calls for defense cuts of $487 billion over a decade. McKeon voted for that budget agreement but insisted he will work to reverse the defense cuts.

"I will not be complicit in the dismantling of the Reagan military," he said.

Syrian forces press anti-rebel assault in Idlib

Syrian troops on Tuesday pressed an assault on rebel strongholds in the Turkish border region, as the opposition urged foreign military intervention after dozens of women and children were killed in Homs.

The Britain-based Syrian Observatory for Human Rights said Syrian forces used heavy machineguns to rake the town of El-Baraa in the Jabal al-Zawiya region, a rebel bastion in the northwestern Idlib province.

The Observatory said armed rebels had hit back before dawn with an attack on a military checkpoint in the town of Maaret al-Numan in which at least 10 Syrian soldiers were killed.

In Khan Sheikhun, another rebel bastion in Idlib, gunmen attacked troops in heavy military vehicles, damaging two of them and seizing others, the Observatory said.

It also reported clashes in Deir Ezzor, eastern Syria, in Aleppo, to the north, and in Daraa in the south.

The army has since March 9 mounted an offensive in the mountainous region near the Turkish border in a bid to seize control of the city of Idlib, which bears the same name as the province, and other towns where the rebels are based.

Dozens of people have been killed since last week in on-off army shelling of Idlib city, which is now partly controlled by the regime, and in violence across the province.

On the political front, diplomats in New York said President Bashar al-Assad has until Tuesday to give a response to peace proposals made by UN-Arab League envoy Kofi Annan, who held two rounds of talks with the Syrian leader over the weekend.

Annan said on leaving Damascus that he had made "concrete proposals" to Assad on ending the killing in Syria and securing humanitarian access to protest cities.

French Foreign Minister Alain Juppe said the Syrian president had agreed to give an answer within "48 hours" to Annan. Diplomatic sources confirmed that a response was expected by early Tuesday.

Activists have denounced the "massacre" of 47 women and children whose bodies were found in the flashpoint city of Homs, but major powers on Monday remained divided over what action to take amid a growing clamour for foreign intervention.

At a UN Security Council ministerial meeting, Western governments stepped up their pleas to Russia and China to end their blockage of action over the Syrian government's assault on protest cities such as Homs in central Syria.

But Russia showed little sign that it would change its stance, with Foreign Minister Sergei Lavrov slamming "risky recipes" which he said could increase conflict in the Middle East.

The grisly murders in Homs, Syria's third-largest city, came less than two weeks after regime troops stormed its rebel Baba Amr neighbourhood, following a month-long bombardment in which activists say 700 people were killed.

Activist Hadi Abdallah told AFP the bodies of 26 children and 21 women, some with their throats slit and others bearing stab wounds, were found after the "massacre" in the Karm el-Zaytoun and Al-Adawiyeh districts of Homs.

Rami Abdel Rahman, head of the Syrian Observatory, said news of the killings in Homs had prompted hundreds of families to flee the city.

Syrian state television blamed the weekend killings on "armed terrorist gangs" aiming to grab the propaganda spotlight ahead of the meeting of major powers in New York.

The opposition Syrian National Council ridiculed the claims of the government, at a meeting in Istanbul.

Senior SNC official George Sabra called for "urgent Arab and international military intervention," adding that should include both the creation of a "no-fly zone" over all of Syria and "strikes" against the Syrian armed forces.

A top UN official, Nassir Abdulaziz al-Nasser, the president of the UN General Assembly, said Monday that more than 8,000 people have now been killed in the Syrian government's crackdown on protests since March last year.

Apple projected to sell at least 1 million of new iPad on launch day

Published: 02:05 PM EST (11:05 AM PST) This Friday's iPad launch will be another blockbuster for Apple, with one new analysis projecting that the company will sell at least one million on the first day alone.

Analyst Gene Munster with Piper Jaffray said in a note to investors on Monday that he expects Apple will sell more than a million iPads on Friday when the new model hits shelves. That would be a positive for the company, which has likely seen iPad sales slow down after the holidays in anticipation of a new model.

Wall Street watchers generally expect Apple will sell about 10.1 million iPads in the current March quarter. Sales of one million in just one day would go a long way toward exceeding that projection for the three-month period.

"That said, even if iPad sales are less than 10 (million) in (the March quarter), we see it as a win-win given investors will attribute the miss to a slowdown ahead of the new iPad and start to anticipate a strong rebound in the June-12 quarter," Munster wrote.

Back in 2010, Apple sold more than 300,000 iPads on the first-generation product's launch day. Supply for the iPad 2 launch was very constrained, and Apple did not give a launch-day sales figure.

For the third-generation iPad launch, Munster drew a comparison to the iPhone 4 debut in 2010. He noted that since the launch of the first iPad, Apple has sold just over 55 million iPads, while the iPhone 4 debuted in 5 countries after Apple had sold over 50 million iPhones through the March 2010 quarter.

"The company took 600 (thousand) pre-orders in one day (6/5/10) before systems were overloaded and pre-orders were halted," Munster wrote. "Then on 6/24 retail sales began and by 6/26 (with 3 days of sales) the company had sold 1.7 (million) iPHone 4 units. Given the new iPad will be sold in 12 countries on 3/16, we are confident the company will sell over 1 (million) on launch day."

As of Monday, new iPad orders have an estimated shipping date of two to three weeks. Shipping dates began to slip last Friday, after the new iPad was available for preorder for less than two days.

BEIJING ? An activist group and a U.S. broadcaster say police in western China fatally shot a Tibetan and wounded two others amid protests against Chinese rule.

London-based Free Tibet and Radio Free Asia said Saturday that the three men were shot Tuesday by police who were looking for or had detained another man in connection with a Jan. 25 incident in which protesters tore down a Chinese flag at a police station in a Tibetan area of Qinghai province.

Employees who answered the phone at local government and police offices in Pema county and the prefecture where it is located, Golog, said they had not heard of the shootings.

More than two dozen Tibetans have set themselves on fire over the past year to protest what activists say is Beijing's suppression of Tibetan religion and culture.
